The City of Dauphin is proud to introduce its Community Safety Well-Being (CSWB) Plan - a collaborative, long-term strategy focused on building a safer, healthier, more inclusive, and more connected community for everyone.
Developed in partnership with the Canadian Centre for Safer Communities (CCFSC), local organizations, service providers, community stakeholders, and residents, the CSWB Plan reflects Dauphin's unique strengths, challenges, and priorities. The Plan was informed by local data, community engagement sessions, and feedback from nearly 800 survey participants.
What is a Community Safety & Well-Being Plan?
A Community Safety & Well-Being Plan is a strategic framework that helps guide local decisions and action related to safety, health, and quality of life. Rather than focusing solely on enforcement or emergency response, CSWB planning takes a proactive and collaborative approach that addresses the root causes of social challenges through prevention, early intervention, coordinated services, and community partnerships.

Key Priorities Areas
The CSWB Plan identifies five priority areas that emerged through community consultation and data collection:
- Housing & Houselessness
- Mental Health & Addiction
- Crime & Safety
- Access to Services & Supports
- Sense of Belonging
Access these priorities, the Plan outlines goals and actions intended to:
- Increase access to housing and improve housing conditions
- Strengthen mental health and addiction supports
- Improve perceptions of safety and reduce crime
- Enhance access to services, recreation, transportation, and supports
- Foster inclusion, reconciliation, cultural awareness, and community connection
A Community-Informed Approach
The development of the Plan included:
- Review of local and regional data sources
- A community-wide survey completed by 607 residents and 180 youth
- Engagement sessions with service providers, businesses, healthcare workers, Indigenous organizations, newcomers, youth, people with disabilities, and individuals with lives experience related to mental health, substance use, and houselessness
Community members also identified many local strengths, including Dauphin's strong sense of community pride, welcoming atmosphere, natural environment, cultural opportunities, and quality of life.
Looking Ahead
The Community Safety & Well-Being Plan is intended to serve as a living document that will continue to evolve over time. Implementation will rely on ongoing collaboration among local partners, organizations, and community members, supported through action teams, shared leadership, and continued engagement.
